divx to vcd?

I dont normally have a problem converting from divx to vcd,until now.Can anybody tell when i use Tmpeg to convert a divx film that works fine into a vcd what i get is a film three times longer(of which 2 thirds is blank screen)and no sound.Am using the same template that i always use.Below are the stats for the film if it helps.
