Sony dvd player + "playback prohibited by area limitations" = bet antyhing the video is PAL.
Your pc will play all region pal dvd's but all standalone's will not convert PAL to NTSC.

Try AVIcodec to check what the frame rate is.

You can also use PowerDVD to check.

If you don't have either AVIcodec is a pretty small download. 349kb

Well, i have heard of a few programs that will do conversion of just the main movie files but i have never tried them, there are giudes on how to do it correctly but they are long and time consuming, do a search under guides,
Or the easiest way to watch PAL dvd's is to buy a player that will play them like a cyberhome for $40.00 or under.

Heard that dvdsanta & DIKO will do it but i don't know how good the results are.

Here is the latest method people have been discussing

But it so much easier to just get a cheapo player that converts espc. if you plan on playing or watching alot of import dvd's.
This has always been a big thing for me because i own and buy alot of import dvd's that are PAL format.
