Oh man...
Just put the CD in the drive, and it should auto-detect it while it's loading up; then hit any key, or whatever it says to do, to run the CD....

How did you install xp? to a fat32 or ntfs file system
A standard Windows boot floppy of whatever ver is based on ms-dos and can not "see" a ntfs file system.
To boot from the xp install disc you need to set the boot sequence in the bios to do so.
You can install and run xp to a fat32 file system.
If you ment recovery disk to be cd install of os + software then you are saying you want to go back to fat32 file system with Win Me installed. As it was when purchased.
Boot however you choose, win98, winme floppy disc or xp cd
use fdisk from floppy to re-partion to fat32 and format, or follow onscreen menus from xp cd to do the same.
Then use your recovery "disk" to restore system to same as purchased.
If you choose instead to install xp to a fat32 partition then you will still be able to use a win98/winme boot floppy to boot and read and write to the xp partition
There are other ways/methods but that should work with what you have -
Before attempting to restore your computer by yourself, you may want to get some general knowledge of what you are doing first. I know this might qualify as just that, but just instructions on how to format and reinstall are just part of the knowledge you should have. First of all, what will you do if there is a problem during the reinstall? What happens if you can't reformat properly? What happens if your first boot device is not set as the CDROM drive and you can't get you restore CD to boot? Do you even have to restore? Being that you can't really effectively explain your situation (what the hell does I want all my GB back mean?) I wouldn't imagine you would have the know how to restore your pc and get it operating properly again. It's not like it's rocket science or anything, but if you are uncomfortable with it in any way, I would read up, then attempt it. Or you could have a friend who is experienced walk you through it. I just want to see you accomplish whatever it is that you want the first time correctly.

If you are doing it from the XP cd, you cannot use Fdisk.
2000 and XP use diskpart.
