Can I edit my DVD captured in 3:4 format to 16:9 without any distortion? Picture can be crooped, to fit to widescreen format, but I would prefare to play it with black bars on sides.I did not find any tools to do it.

The best way to do this is to set up your equipment correctly. If your TV and DVD player are properly configured, this is exactly how 4:3 should be presented. If it is not, I would suggest your TV is probably trying to play all incoming input as 16:9. It should be set to switch based on the source.
If you want to go down the crop path you need to resize the horizontal to 540, then add vertical borders of 90 on each side. Re-encode the result as 16:9 and author as 16:9. When played back, it will be a 4:3 box with vertical blacks and fit nicely. VirtualDub's resize filter will do the job nicely, then frameserve out to your encoder.
Note: the above figures assume NTSC format. For PAL resize horizontally to 554 instead.
You should really try to get your kit set up correctly first though.Read my blog here.
