How can I set the Aspect ratio to 1:1 ( in CCE ) when I'm reencode movies.

Why do you want to do that? Do you have a deformed eye that requires your video to be deformed so that you can view it?

I'm tring to Convert DVDRip.XViD --> SVCD , and I want to save the aspect ratio to 1:1 .. Like TPMEG Does.

I actually ran into this problem a few times.
Here's my way of doing this;
I actually used a marker on my laptop to exactly try to match up the screen size (not on screen however, just on the side). So during movie playback I would mark where the picture should be set.
I used a DIVX in the past and now I realize what a dumb thing to do it was.
Next step would to use VirtualDub with a small portion of the file to resize it to desired specs of the movie (352x240, 480x480 or whatever needed).
In this process I would use TWO resize functions. First one would be to RESIZE TO SAME SIZE but with Fill the screen box checked to add black space respectively bottom and top (the same number); note - I haven't done this in a while but I remember that this was the pattern I would use - I may have resized to the same size first but then modified it to determine how much black color on bottom and top should be added.
The second resize function would be to resize to the the first to final output (VCD SVCD specs).
I do this because of virtualdub resize routines (precise bicubic .60).
Then it would be trial and error to test with Encoding process.
Once I am happy with what I get I would decompress the whole movie to Huffyuv and then encode with CCE.
I also use CCE Basic (which has resize built in) but I am not too happy with the quality of resize to smaller formats such as VCD.
It takes some time but to me it's much simpler then using Avisynth scripts.
(I just want to avoid as much typing as possible). -
Assuming you have the original DVD, wouldn't it be a lot easier & better to just use the original MPEG2 source off the DVD instead of a rip?

V/C: High-> bitrate changes more using Variable bitrate
Low-> more like CBR
deinterlacing: converts 59.94 (or 50) field per second into 29.97 (or 25) frames per second (not recommended)
4:1:1->4:2:2: Interpolates chroma information from 4:1:1 sources to get a 4:2:2 colour sampling. (used especially in DV sources, but there are better ways to do it, so don't use it)
Comp->flat: if you set a high number you will get more 'mosquito noise', and a lower number will give you more contour noise (a good number is like 28-35, but depends largely on the source)
Zigzag: used for progressive video.
Alternate: used for interlaced video.
auto: CCE tries to 'guess' which mode will be best
8bit/9/10: Determines intrablock DC presicion. Most DVD's use 10 (use a lower number if you are encoding with low bitrate).
Progressive mode: flags the video as being progressive (use it if your source is progressive)
Monochrome: throws away chroma information and gives you a B/W video. -
