  1. I used Nero Recode 2, I added two 45min videos and clicked fit to target 80min CD

Under Nero Digital Settings, the only option was codec and I chose Real Time Encoding over High Quality Encoding and Burned it...

However my DVD player wont play it, it says disk read error

There is data on the CD though, the videos are .mp4 files and play on the computer.

How do I make it so it'll play on the DVD player?

I understand it has to be an mpeg 1 or 2, not 4, but how to I specify that?

If what you made is a cDVD or MiniDVD - most DVD players do not recognize them. I've made a few myself for laughs.
If it is a CDR with VIDEO_TS and AUDIO_TS folders...that is a cDVD or MiniDVD.
Check them out in the BLUE Glossary section on the left.

If it says disk read error, then you're out of luck. Your player is seeing a CD, and is trying to find a file structure that it would normally find on CDs. Or vice versa.

Think of it as being like putting a hard drive in your computer that is 20GB, and telling it that the drive is 20MB.
