I recently downloaded some not-so-good quality TV rip episodes and was wondering what virtualdub mod video filters could I use to improve the quality. Here's a screen capture:
What filter could I use to remove the greenish glow from the edges of Bart's face and eyes?

You will never get it back to DVD quality, but if you want to play around, I would look at
VHS and Cartoon Tool by flaxen
Temporal Cleaner and 2d cleaner by Jim Casaburi
rmPal by ttyras
Chroma Noise Reduction by Gilles Mouchard
All of these should be available either from or through Donald Graft's site. Google will get you there. Search for Neuron2 I think.Read my blog here.
