I have a client with a digital still camera that takes little video clips. When he got back from Africa, he accidently formatted his card and thought he lost all his data. He took it to a photo shop who apparently was able to recover the digital stills but not the videos.

Is there a way to possibly recover more of his lost vids or is it gone for good?

Providing it wasn't overwritten I don't see why not. There's a multitude of programs for doing this, everyone I have encountered provided a free trial which allowed you to view whatever data it could recover. Purchase was required to recover the data.
