  1. I was told by a friend that TMPGEnc could be used to edit out commecials of captured TV shows. However it seems I can only do one start/end point. Am I missing something? Or am I going to have to cut each segment as a file, then splice them together afterward? If TMPGEnc can't do it which program can? I need something that can do a batch convert. I have alot of episodes that need to be cut.

It will depend on which version of TMPG you have.
I my 2.520 version, you can edit out multi-segments in one sitting.

Here's how (assuming you have a version that allows) I do it, but
first verify you have a special feature (I'll BOLD it to make
it known, inside my steps below) ...

1 tmpg and open your source
    2 settings/advance tab
3 select [x] Source Range (by dble-clicking the [x] box)
4 Verify that you have this button below the video window, Cut editing
5 now, highlight the section w/ the 1st commercial you want to cut out
6 when highlighted (blue) click inside the video area once and then press DEL
7 Now, find you 2nd commercial and do the same, 5-6 steps until you are done.
    .
    8 NOW ENCODE YOUR VIDEO.

If you have Cut editing button, you are set to go

You might want to try AviSynth and VirtualDubMod.

Much easier to place the edits exactly where you want and you can preview before hand much better.

Here is a guide I wrote that covers how to edit this way as well as how to use the popular Convolution3D "video noise" filter.
