ip is about all they can do short term - and that is totally useless anyway ...
ALL PHP and other type forum locks but a few have been broken (and those "safe" methods involves either encrypted sessions or a double network log in and even ip check with or without a key .. much as most IRC channels are 128 or 256 bit encrypted (some 1024bit also) that are used for some types of communication (often on more private networks))) ..
a person bent on this does not worry about "legal" aspects - NO ONE anywhere went to jail for disrupting a forum, they may (HIGHLY UNLIKELY) get kicked by their ISP, and someone who hacks into a forum is not going to worry about this anyway ...
