I dl'd a movie [DIVX] that is 25 fps, I want to use TMPGEnc to make it SVCD, burn it with nero and play it on my DVD player (apex de - 660)
Do I encode as PAL or do I need to change it NTSC since I'm in the US?

It would probably be a lot easier to leave as PAL because converting between PAL>NTSC and vice versa can be a right pain because of the audio going out of sync etc. etc.
Try a small test clip on a CDRW (if possible) and see if it works. It really depends on whether your TV can handle PAL and/or whether your DVD player can change the output to NTSC if necessary. In the UK pretty much every DVD player can convert stuff into PAL from NTSC but I don't know if US machines can generally convert stuff into NTSC.
