if i stop burning dvd-rw will i damage disc?

Technically yes you can stop it. It will not damage the disk but it is not recommended to do this. It is better to let it burn then just erase it.
There is nothing illegal, until you get caught! -
I do this all the time! DVD decrypter has never choked at erasing one.
A good divorce beats a bad marriage.
Now I have two anniversaries I celebrate!
