  1. I have two files (DVD Pal) that have a 9800kbps bitrate. They need to be reduced to 8910kpbs.

    I have tried Mainconcept MPEG Encoder but the output video is choppy. TMPGEnc won't author as the bitrate is too high.

    How are you determining the bitrate? Are you just going by what the authoring program reports? If so then the bitrate is almost surely not actually 9800kbits. It is common for some encoders to set the nominal bitrate flag for the stream to 9800kbits when encoding to DVD compliant settings, even if the max bitrate is actually much lower than this.

    I thought TMPGEnc DVD Author allowed you to ignore bitrate violations, but I'm not sure. You can always repatch the stream's flag to a lower bitrate to get the authoring program to accept it, but you will probably have to demultiplex the streams first. (separate audio and video.)

    You may want to try loading the video stream into BitrateViewer to confirm the actual bitrate. It is not perfectly accurate but it should give you an idea as to what the actual max bitrate used is.

    As for re-encoding this in the event that the bitrate actually is too high, just follow the DVD Backup guides on this site. Otherwise, you are going to have to give us alot more information as to what your process is.

  3. TMPGEnc allows you to ignore the bitrate but I didn't think that would be a good idea. I'll give it a shot.
