Normalizing audio is hardly a task for a burning software, is it?
I tend to use a small command line utility, "normalize.exe", but most audio editors have this feature.
Your process will be to demux the mp2 audio out of your clips, decode to wav, (or just load them in your audio editor if it supports mp2 audio) normalize, reencode to mp2 (toolame) and finally multiplex back.
