  1. I am encoding a 21 minute show, and trying to stretch it to fit to a whole cd to get the best quality. I'm using TMPGEnc and when I finish setting the source etc and am at the final step it asks what percentage of the cd I want it to take up. The highest it will let me set it is about 60%. If I set it higher it automatically puts it back. How do I maximize the bitrate to take up the whole cd? BTW I'm using 2 Pass VBR setting (but going to try the constant quality setting next time because I heard that's good).

    You can't, the svcd max bitrate is around 2600kbits and you would need higher bitrate for a 21 minute clip on a 80min CD(around 800MB), www.videohelp.com/calc ...you can use higher but then it wont be a SVCD.
