I'm trying to burn a mpeg file with EZ Creator and it says my mpeg's video bitrate is not acceptable. It also said my audio bitrate is 'probably OK'. The video bitrate is 1246kb/s and the audio is 128kb/s. What do I need to do to fix it so I can burn it? Thanks in advance guys.

EZ CD Creator does not support non-standard VCD's, you must use the standard 1150kbps for Video and 224k for Audio, or switch to a GOOD program, like Nero, or basicly ANYTHING else.

So should I find a program to fix the bitrates or not bother and just burn it with Nero just the way it is? If I don't make any changes and burn with Nero, will my VCD player play it?

You can only Re-Encode the files to make them Standard, and that will produce lower quality files, but it's your only choice if youwant to use EZ CD.
Or you could use Nero, and disable to Compliancy Check, and it will be able to accept your files.
