Demux the file, then convert whatever the audio is into a 48Hkz, 16-bit PCM file, and open in in Goldwave, and use the time stretch feature.

That only works some of the time. If the error is ALL OVER the file, nothing can fix that, except something that fixes PTS (pvastrumento, for example).

Audio sync is often the result of dropped video frames.

If you are out by a constant amount, i.e. the audio comes in 3 seconds late and stays there for the duration, then there are a couple of tools to look at. The simplest is to demux the audio and chop or add a few seconds off the begining. This is easier in an editor that can show the video along side it. Sound Forge might be able to do it, or a good video editor like Vegas. Once it is lined up, output just the audio and remux. This way you don't reencode the video.

I have used mp3directcut to clip the audio after I demux, but I first have to determine how far out of sync the clip is. I use vdubmpeg2 for that. mp3directcut is fast because it does not re-encode the audio.
