There's a choice under Internet Explorer - Connection that says "Always Dial", or something like that. Uncheck that button.
"Quality is cool, but don't forget... Content is King!" -
why would it dial when I right click on a hard drive or anything else on my desk top?
-
Could be the way Internet Explorer is integrated onto the desktop. You know that choice about being able to display web content on your desktop ?
Just guessing here, but it seems like a possible culprit. -
Maybe this might help.....(even though it's for XP)

Scroll down to where it says...
Stop Internet Explorer from Dialing Up Your Modem
Also check your PC for the Coolwebsearch 'virus'.
If you have it, Adaware might remove it.
Otherwise use CWShredder available here...

edit: Make sure you have the new AdawareSE -
Try opening IE, then go into tools>internet options>connections, then check the "never dial a connection" box.
See if that helps. -
If you don't have any viruses it could just be a program/application
trying to dial out for an update, etc.
In that case the others have suggested a fix for the problem.
We have cable so ZoneAlarm pops up when a program
tries to access the internet. That happened with the
werule.e*e problem that we had a year ago. -
Just got a message from norton internet security that a Welchia_icmp_scan was blocked what is this ?

Disable Yahoo IM from start up, if you have it.
