I used to make DVDs that contained one film only without menus. This was until one of my friends whom I lent a DVD to, said that as soon as the film finished, it started again.
I put a menu on nearly everything now, even if it is just to start the film.

I put menus on all of my dvd's just because I like to. I guess it brings a creative touch to dvd's we burn. I'm gonna have to start the whole chapter points and all in dvdlabpro soon. When it comes to tv shows, definitely some more menu and some extras on there, can't wait, but im a procrastinator....so yeah.
