First let me clarify I am making DVD's not SVCD etc.
I would like to rip from my DVD to MPEG2 rather than VOB. I would rather not use a video capture card if possible.
WHY? Because the only program I can find that will let you create chapters (real chapters for foward and backwards control) is DVDit and it only imports MPEG2 files.
All the program I can find for frame serving convert to SVCD etc. Same for chapter programs such as TSCV.
Any ideas.

check some of the miniDVD/DVD guides over at doom9.net, because DVDit is not the only program that takes mpeg2 and makes chapters. All DVD authoring prgrams can make chapters.
but to answer your question, Smartripper rips to seperate mpeg2 video stream. Use the "create new file option" Assuming you have a DVDrom drive.
