Here is my deal.
I have NTSC MiniDV camera but I live in Europe.
So I want to capture everything to PAL.
I already did one project I just want to make sure is right.
1. Captured to WinDV (DV Pal 4:3) Type2
2. Encoded in TMPGENC Xpress
3. DVD Lab
In case I forget to put it on Pal in WinDV it's alright to set Pal in TEMPGENC??
I just need this setup and I'll be fine,I hope.
Also is better to set aspect ratio 4:3 or 16:9??
I'm sorry for my dummy question,I've never had problem to learn the program,but these things like output formats,set the audio..is confusing for me.
I'm also learning Premier Pro,where I can do edit,effects but export and import of files I'm having a hard time to do that.

WinDV will capture as NTSC. It will not convert.
To convert NTSC to PAL, you will have to follow some excellent guides here. But it has been my experience that frame rate conversion spoils the output. Since you live in Europe, I believe that most modern PAL televisions can play NTSC as well.
As far as 4:3 or 16:9 is concerned, if your source is 4:3 then leave it as it is. Converting it to 16:9 may mean cropping and that could be tricky.*** My computer can beat me at chess, but is no match when it comes to kick-boxing. ***
