I have a file (vcd_Yeff.mpg) that I would like to convert/author and burn to a DVD to include chapters etc. I'm assuming it's VCD mpg file, what steps and programs do I need to use to ensure the best possible results.

If it is VCD compliant, you won't have to mess with the video (the DVD standard supports 352x240) . Demultiplex it and convert the audio to something DVD compliant.

Or tmpgenc dvd author or dvd-lab, import the mpg and it will convert the audio automagic.
