Well, Beavereater did say he pays for CABLE. My guess is that NHK has access to a list of cable subscribers and knows that a TV device is in his home. It does seem unfair that he should have to pay for NHK when he never watches it ... but, life is unfair. Heck, part of my taxes goes to pay for a school system in which I have no children ... and subsidize a light-rail system I never ride.

It is unfortunate that the NHK guy has already visited his place. If he had only called before and visited his place for the first time, the proper thing to do would have been to:

(A) Buy a radio receiver that tunes in TV station audio ... keeping it hooked up to his cable box, and keeping his TV on a movable stand that would allow it to be rolled off into another room after quick disconnection from the cable box. Then, when the guy came to call...

(B) Answer the door wearing dark glasses and holding a white cane in one hand ... telling the indignant NHK person that he only owned a radio that could tune in TV signals and that, as a blind person, he had no purpose for owning a TV set (or paying a fee for owning one). In cases like that, cable installation doesn't mean TV ownership.

Yeah, I know ... I'm reaching (grin).
