  1. If I have an already captured video file that has the bars on the top and bottom (16:9) if I convert it back to dvd do I want to keep it at the 4:3 full screen ratio or do I want to put it at 16:9? My thinking is 4:3 because if you go to 16:9 you will just make the bars thicker but I just want to be sure before trying to toss this all together.

If you play back the file in mediaplayer, does it appear stretched, or normal. If stretched, tag it as 16:9 when encoding/authoring. If it is normal, you can tag it as 4:3 and be done with it, or trim, resize and tag it 16:9.
