Import VCD to Premiere

Hi can somebody help and explain the best method for me to import and edit vcd in Premier Pro.

From what I know you can not Import Mpg Video Into Premiere without a Plugin , and the cost I think is 200$.

I may be wrong.

Please could you advise me on which program I can use to convert the vcd to a format using other program(s) that Premiere would recognise.

I thought I saw something about this before on the forum where TMPG Enc was used to change the format so Premiere would recognise it.

I'm not stong on this side hence looking for some advise on how to achieve this with a good program.
