If i rip my mpegs to DVD using TMPGEnc can i burn the DVD mpgs to a disc to play on my DVD player?

You won't find any mpeg files on yuor DVD. You'll only find VOB's. You can in effect rip the VOB's and then encode them with an encoder of you choice to another viewable format. The format you want is dependent on what quality you want and what of course your standalone DVD Player will accept.
I suggest you read the basics first - the different formats i.e. VCD,SVCD etc. (under the "what is?" section of this website) and then once you have decided what you want carry on with the Guides on this website.
