  1. Okay, using TMPGenc, how do I/what settings would I need to make a 10MB (VCD quality) file to a 1.5-2 MB size?

I tried reducing the framerate by half, and turned down the bitrate, but the final size was the same.

This is for webhosting, and doesn't need to be in VCD format. I'd rather not reduce the screen size if I don't have to.

  2. Cut bitrate WAY down.
It won't be watchable, but it'll be small

Only thing affecting file size is bitrate (and video length).

Use xvid for your site. Not mpeg...

    An alternative could be 320 x 240 mpeg 1, vbr, 0 - 700kb/s with 96kb mono audio.
Filter before you encode your source a lot.

  6. Yes the "good" way to do it is to reduce the video and audio bitrates. Reduce the sampling freq of audio from 44100 to 32000 and reduce the bitrate to as much as allowed by TMPGEnc. But you have to keep in mind what is the "acceptable" quality that you want. Sometimes the very low audio bitrate creates lag between video and audio. Also it may introduce slight "hall effect" in the audio.

If you are webhosting, why not simply split the large file into smaller ones for easy download.

...or look for a streaming format like Real or WMV.

  8. I just don't get it.

I've done all of that (with the exception of Divx, which I can't do).

I reduced the audio sample rate down to 32000, I've made it 96k, and mono

I've cropped the screen size down to 352x168 (it's letterboxed)

I've encoded it both CBQ 700 and VBR 0-700 and halved the framerate.

My clip just refuses to get any smaller! 10MB is the lowest it will get.

It's only a minute long, and I've seen others around that are 1-2 MB.

    Why won't mine get smaller?

Try CQ 0 - 700 encoding, with the same settings.

Now, let's see VCD is close to 10 MB/ minute. You want some quality @ 1/10 of this...
96 kbps audio, 2 MB gives me 449 kbps 1 minute video.
1 MB leads me to 175 kbps. Neither are anywhere near decent quality.
