I use Goldwave to convert 32-KHz to 48-KHz. It takes around 3 or 4-minutes to convert an hour of audio.

Use VirtualDub if this is a video file or Audacity if just an audio file. Both programs are free and easy to use. In VDub just go to audio and choose full processing mode/conversion and your number. In Audacity go to FILE/PREFERENCES/QUALITY and set a new default sample rate. Hope this helps, it's what works for me.

    Use a computer program

    Oh, you're serious!

Well, the fastest would be to use Sound Recorder which comes with Windows as you don't have to download, install, and learn to use another application. In XP, look under All Programs>Accessories>Entertainment.
