    can having a bad graphics card or monitor make your output bad quality??

    Your Graphics card and monitor have no effect on the encoding from one format to another. Of course it can make the result look bad when played on your PC, but in that case 'everything' would look bad

    They play no part in the encoding process unless you have a hardware based encoder built into your card.
