It sounds like you downloaded a dialer. Try unplugging modem, press ctrl-alt del, rt click hard drive and see what exe. programs task manager shows.

Do you use anti-spyware program?
If you do - scan for dialers.
If you do not - install Spyboot Search and Destroy, update, scan and immunize your system. -
unplugged the modem here are the programs running
explorer
Rundll32

If you're not using dial-up, go into Internet Options in Control Panel, then choose the Connections tab, click on 'Never dial a connection.' That should help some. But you still need to run AdAware, Spybot or something else to clean out whatever spyware is causing it to try to dial.
Nothing can stop me now, 'cause I don't care anymore. -
Before you run the scan as per Viral, delete your internet cache and and temporary files (i.e. anything in c:\windows\temp). A lot of that kind of crap installs itself there.
Probably wouldn't hurt if you had the Windows98SE dial up networking patch. Check for an additional entry in your dial up networking. Also check your startup stiff in your startup folder, registry, and msconfig to see if there is anything there that there isn't supposed to be. Also look for any entries in your scheduler. I once had a virus that was particularly hard to remove because it added a scheduler task to reinstall itself. I'd delete the registry keys for it and they would be back in a few seconds.
To run msconfig:
look here http://www.netsquirrel.com/msconfig/
and go to the Startup tab and look for anything that's not supposed to be there (better yet post what you have there so we can evaluate it). It should look like this:
To fix your registry run regedit.exe and look under HKEY_LOCAL_MACHINE\SOFTWARE\MICROSOFT\WINDOWS\CURR ENT_VERSION\ you want to see what's in Run, Runonce, RunOnceEx or anythign else that starts with the word "Run" and post it here.
To check what's in your regular startup folder go Start -> Programs -> Startup. There really should be nothing there (IMO).. -
nwiz.exe = NVIDIA nView Wizard. You probably don't need this. Try deleting it from your startup.
