I've been reading up on reeldvd and judging from the tutorial, it requires psd files for menu creation. Does anything other than Photoshop (mentioned in the tutorial) create psd files? Or am I going to have to shell out more money for Photoshop as well?

you can also you paintshop pro, There is also programs to convert to psd format,not sure what one.

Also I'm sure it must use other image formats?I'm not to sure as i have never used that program..Good luck.

Problem is though that if you make your format proprietary then it limits its use and maybe you can't sell your product, so I would imagine that Adobe made the format open, you can probably even get specs from them.
What GIMP generally doesn't include is GIF and compressed TIF support as these require patent fees. Being opensource though you can always compile it yourself.
