    For some services it will be a flat rate, other things will be quoted on using a by the hour rate.

    Say $35 for the first half hour, $50 if it takes a full hour and $35 or whatever you think the market will allow each half hour after. Give great service and advertise that these rates are only availble to apartment residents or their refferals.
