Sound not in sync w video in TMPGenc

Hello. Recently I copied in my PC (AMD Duron 700 w/ 768 MB RAM and NVidia TNT2 Pro video, 40 GB HD, WINXP Pro os) my orginal Michael Jordan tapes and saved them as mpg. Now I tried to convert these files to VCD-compliant format using tmpgenc (using highest quality in motion search precision)and the video looks great. The audio, however keeps on being out of sync or sometimes missing some lines. I'd like to know what seems to be my problem, my hardware, software or what.

R u playing them on pc or dvd player when they are out of sync?
if it s the pc thats doing it, sounds like a fps human error.
If its dvd player, it could be tons of reasons
