    Hi

    I want to convert DVD to VCD with the best possible quality along two disks. I extracted the mpeg2 out of the DVD to the hard drive for fastest conversion.

    My question is what is the best tool to convert mpeg2 with a DVD specification to mpeg 1 for a VCD specification?

    And is there a way I can ignore re-rendering? I mean if the source DVD played with the same setting(PAL,25fps,aspect ratio ,etc) as the target VCD?

    Do I loose quality when I re-rendering to mpeg1 from mpeg2?

    You have to reencode (rerender) to mpeg1, to a low resolution, to a low bitrate, so you will lose quite some quality. That's VCD for ya'. It is a low quality format.
    TMPGEnc is one of the best (and 100% free for this purpose!) mpeg1 encoders around, problem is it doesn't read mpeg2 natively. You have to have PowerDVD installed (TMPGEnc can utilize its mpeg2 decoder), or use the mpeg2 plugin available.

    You cannot ignore rerendering, as you will changing both resolution and encoding algorythms to go from DVD to VCD. Probably the best thing to use would be tmpgenc. Even the free version can encode to VCD with as good quality as you will get in that format. Assuming your source is a commercial DVD, your target quality will be somewhere near but not quite commercial VHS quality.
