What would be the best card for capturing 480x480 video? I'm looking for something that is below $100.

I'm interested in this 2. I'm willing to go just over $250.
Want to make pleasing svcds from hi8 tapes and not have to be a rocket scientist. I'm getting from reading that cards are probably better than usb, and seems like the choices I'd like feedback on are:
PV-231 or 233 (difference?)
Dazzle Video creator II
Win TV-pvr pci
experience and feedback apprecitated.

for $100.00 buck's look for a ALL In wonder Pro and use tmpg to make a SVCD have a fst cpu also. Dazzle 2 is the best is a little buggy but then all card's are buggy. Wintv I do not have but I have heard it easy to install

Cards are not necessarily better than USB. If the USB capture device utilizes hardware MPEG encoding, then USB will be just fine.
I find that the original Dazzle DVC (1 not II, USB version) does a great job of capturing video for VCDs. Visit my homepage for an unretouched clip taken from the Dazzle DVC using the default VideoCD template. http://pages.prodigy.net/tcperconti/

I personally would just refer you to the AIW Radeon boards, though they are more tha $100 (think of it as a capable 3D card also).
That's the HARDWARE aspect of course. The AIW hardware is very nice, works very very well. DO NOT USE ATI MMC to capture, though. Use a very large hard drive, Virtualdub (or similar) to capture, and Huffy codec.
