Max consecutive B-frames = "3"
or
Max consecutive B-frames = "2" ???
And for compression??

Yo,
Base compression on maximum target file size. Use Equador's bit-rate calculator.
Quality is based on minimizing frame size (depends on what you want to view your resultant movie on) and maximizing bit-rate (there is a sensible upper limit tho') based on maximum target file size.

Depends on the source, besides that is only max consecutive. The codec decides how many so it is quite possible to set 3 and still only get 2.
