I have a lot of codecs, most of them new or fairly new. When I watch a video, parts where the color is darker (like black hair), the color shinny.
Never seen that on standard monitor.

Only on video and not on pictures? On some video cards (such as mine), there is a "video overlay" option in the advanced settings where you can adust brightness, contrast, color, etc. You could try messing with that.

Sorry to bump an old post...but, I think what you might be experiencing is color dithering from your LCD panel. If your LCD is a TN-Film based panel (as opposed to an MVA/PVA, or ISP), it can't display 16.7 million colors natively (it is in fact 6bit, as oppoed to 8bit)...
...so to compensate, the monitor "emulates" / dithers the the colors it can't natively display by switching back in forth between 2 similar colors so fast that your eye "sees" the right color. This can cause a shimmering/sparkling affect in solid color areas on a screen.
So how to tell if you have a 6bit or 8bit panel? Well, most 6bit panels are are the low response timed ones (8ms/12ms/some 16ms), as opposed to 8-bits being around 25ms...also the 6bits typically have a lower viewing angle.
