What's the best capture software for my capture card???

Hi i have a Provideo PV-231 and use the software of my card to capture in vcd format. (th card is the same as grandtec vcd 2000 plus).
The hardware MPEG-1 encoder chip is Winbond W99200F.

When I capture in VCD format I have sometimes pixelization also in static scenes. I just used registry settings of Steve kittelsen.

Is there another compatible software for my mpeg-1 capture card or other registry settings to make my card capture better quality?
