Has anyone had any experience with any program that accepts
a segment of vob (not with ifo and bup that goes with it)
as a clip (video file)?
It should have the sound on when the menu i s added and then
burnt as a DVD.
Some of the programs accept the vob but the sound is not there

Use DVD decrypter to rip whatever clip you want out of the DVD. You can convert it diretly to mpeg.

why not create some IFO's for it?
won't DVDLAB or something accept VOB's and take the audio info from the VOB. How about Tmpgenc DVD Author, will that also take the stream info from the VOB? -

If that is possible then that is great , then it can be fed into
many authoring programs that accept mpeg2 and not vob
(somehow they are not able to strip the sound to transcode. However they
are able to do so with Mpeg2 files)

You can rip segments out with dvd decrypter and output as mpg.

To answer the actual question in the title Tmpgenc Dvd Author will accept vob files as an input sourcethere are others too just look in the authoring section under tools on the left of the screen <------

It produces DVD file (mpeg2 that conforms to the standard) in a reasonable time that is acceptable to most of the authoring programs.
