I notified the author of DVDLab Pro, and here are his comments in a nutshell:
From this, it follows that if you enter vm commands directly in DVDLab Pro, you're pretty much on your own, and you should know what you're doing (that makes sense to me, given that DVDLab Pro offers all sorts of abstractions so you don't have to do that).It is not intuition, it is fact: With JumpSS from VTSM you can go only to:
VMGM_DOM
FP_DOM
VTSM_DOM within the same VTS-space
So you cannot use it to cross the VTS space, but you can use it to go to different menu in the same VTS. You cannot use it with TT at all.
For crossing the VTSs, DVD-lab PRO has build a special object called bridge that does inside the necessary VTSM_DOM[x] ->VMGM_DOM->VTSM_DOM[y]
DVD-lab PRO will never use JumpSS from one VTS to another, neither it will suggest it in the Quick link (VM commands helper). The only way how user can enter the JumpSS wrongly is to do it manually in VM editor. But frankly once in VM editor user can enter many other things. The idea of VM editor in DVD-lab PRO is that this feature targets people who knows the trade. For others there is a robust abstraction layer and its numerous visual objects in DVD-lab PRO including the bridge, playlists, case list, condition...
I think that puts to rest the question of whether a JumpSS can be used to jump from VTS to VTS directly (it can't!).

thanks for the feedback jeanl. he is right as you needed to put the hex in to insert the command and I could not link it via the Quick Link
not to be a wise ass but it can be still be used if your player accepts it, it's just not legal nor wise
