Well, Nero, Copy CD should do...
If you want the mpeg out of a VCD, use VCDGear.

Just to copy the whole VCD, simply choose CD Copy in Nero.
For individual files on the VCD, copying the .DAT files from the MPEGAV folder of the VCD onto your hard drive and renaming them .MPG will be enough for some people, but if you want to do it "right, " follow this guide: https://www.videohelp.com/forum/userguides/141726.php#vcd -
