Capturing in PAL

When i capture VHS video,i stay in a PAL country and when capturing normal video tapes that were recorded with video machine they work fine when captured in PAL.The problem is when i capture video tapes that were from a video camera its not possible to capture with PAL settings,BTW i use WinDVR 3 for capturing.When playing what was recorded i get slight distotion but when i capture with NTSC settings nothing happens,this only happens to video tapes that were taken off from video camera to tape.

Is there anything i could do?

Are you capturing the cam tapes from the VCR or the Cam? And what are models of both?

No,Someone had a camera and made it into VHS tape,what i have is a VHS video tape and not only from one person all friends who wanted to have their videos edited this thing happens.

Im sure that cleared it up,im sure you might help.
