  1. I have an avi file that is 30fps 352x240 pixels. (44100 Hz audio / stereo 16 bit)

I want to use VirtualDub as a frameserver and fix the fps to be 29.97 fps
    (Don't know exactly how)

also there are 4 lines at the top and 8 lines at the bottom that I want to paint black over... perhaps with aviSynth I can do this.

In the end after all the frame servers are running (And I'm not sure which order I should do this in.) I will use TMPGEnc to produce the 1150 kbit/sec MPEG-1 file. I have about an hour of video so I'm thinking this should be able to fit on a CD-R.

    Suggestions/Help please.

Well, since you already have Virtual Dub up and running, why not add a null transform filter and crop off the lines you need to go? Then go ahead and frameserve normally?
    Hello.

  3. Well if I chop off the lines then the resolution will no longer be 352x240.

Once you crop off the lines and frameserve it to TMPGEnc, use the VCD template, and select Keep aspect ratio.
    Hello.

Just encode at 29.97 fps with tmpgenc,it will come out ok as long as you use encode the audio at the same time with tmpgenc.

My suggestion would be to try it, follow a guide if you have to, but experiment wth it
    If in doubt, Google it.
