I just got the 6.6 update of Nero and if I make chapters on any title, it automatically creates chapter menus. When I was using Roxio I could turn the chapter menus off. Does Nero not have this ability? And is there no way to add background music to menus in Nerovision Express?

No, and no.

Actually, the answer is Yes and Yes (hmmm, at least with respect to Nero VisionExpress 2. I had upgraded to 3 but had problems and re-installed the older version, but I seem to remember that these functions were still there).
You can create a DVD without a menu. Once you have added your video files (titles) to your project, click the "More" button at the bottom of that screen before you proceed. There is a checkbox where you can select whether to create a disc menu or not.
To add background music to your menu, when you're in the Create Menu screen click the "Background" option on the right. The bottom portion of that window allows you to select a music file to play in the background of your menu.
