Hey. I'm trying to use TMPGEnc to convert an AVI video stream to MPEG-2. However, whenever the video is an action scene (lots of movement) the video gets all blocky. I'm thinking it may be a bitrate problem, but im not sure.
Also, if the source video is 640x480, and i want it to be DVD size 720x480, should I make the video (not including borders) 640x400? Im worried that the image will be a bit streched. Maybe i should pad equally on all sides to have 560 x 400? But will that be too small? Thanks in advance.

I guess it's a 4:3 AVI? In that case, it should be resized to 720*480 (or 352*480), with DAR set to 4:3
Blockiness on high action scenes is due to lack of bit rate, yes. VBR encoding might help here. Raising bit rate will surely.
