    Thanks everyone for your thoughts so far, even though nothing has worked yet.

    @racerxnet, I got rid of the virtual IRQ thing by "Updating" the driver for the Computer under Device Manager to Standard PC. I did get the sound card and video card on their own IRQs, but I still got dropped frames at the same times as before in AVI_IO. Oddly, the Internet stopped working altogether and Windows encountered errors preventing it from installing the IDE drivers for each channel (the "Standard Dual Channel IDE Controller" did install fine, just not the two individual ones for primary and secondary).

    And for some reason, there were two "Standard PC"s listed under Computer. One of them updated fine back to ACPI Uniprocessor PC, but the other is still there and the only option for it is Standard PC.

    Okay, let me see, you've built a new HTPC, and having problems with video and audio sync.

    Keep the ATI 9800 unless you can return it.

    What you should have done,

    Build the system with the default hardware
    Turn it on when finished
    Go into the Bios and disable the the default hardware
    Save Bios new settings
    Turn off the PC
    Install the Video Card ATI
    Install the Audio Card SB Live!
    Install the CAP Card WinTV PVR-150 or 250 or 350 (optional)
    Install and format HDD for Windows XP Pro SP2
    AFter Windows XP Pro comes up install the Video drivers from the CD you got with the card
    Reboot PC
    repeat steps for each card installed
    Then go to Windows update and install what's needs to be updated.
    Reboot PC

    I am not a huge fan of the all-in-wonder stuff, way to much issues. WinTV PVR 150/250/350 work better.

    What I've read so far you're doing way to much re-configuring your system just to get the ATI and SB to sync up with audio and video. I would have returned the ATI card for a video only no CAP stuff.

    Onboard Sound and Video MOBO should always be disable.

    I can't return the All-in-Wonder since it was a gift, though I don't think I would anyway. I've been happy enough with my 128 Pro, just wish I could get this 9800 Pro to work well with some audio card...

    Have you tried putting the 128 Pro in your new machine? Apologies if this has been brought up before.

    Okay it was a gift, that's a different story, never return gifts bad luck if you do.

    You could try AOpen Cobra AW850 5.1 6 channel PCI card, these are so cheap. Windows XP Pro, SP1 or SP2 never finds the card, you have to go to TW site to get the right driver. Once install it works with a lot of video and cap cards.

    No, but I imagine the results would be the same. VirtualDub reports around the same video frame rate for the 9800 in this comp as for the 128 in the other one. At any rate, I'm not sure what the point would be. I'm not about to toss the 9800 out and use the 128 in here if it did work, since I do like to game occasionally.

    Hmm I might do that. Thanks for the recommendation. Thing is that there's so little selection in the stores here. The odd non-Sound Blaster cards I've seen were old Hercules models. Returning stuff bought off the Net if it doesn't work right can be quite an ordeal I imagine.

    Oh, yes I've see those type of stores, you don't have Wal-Mart or other major stores in your area? The one thing about the AOpen sound cards they do produce hiss on playback and record. It's a good card to test though for problems where other cards fail.

    They cost from $12 to $14 bucks at a Computer Fair.
    I don't buy anything online well except travel, otherwise I got to the wholesale or computer fairs to get my deals, but they require cash to get the best ones.

    There's a Wal-Mart here yes. I didn't know they sold computer parts.

    But you're saying that the AOpen card wouldn't be good for actually using for captures, just to test? Dang.

    I still believe the problem is not with your ATI AIW card. It still seems to me you have some kind of hardware problems specific to the components you are using. Why don't you try posting your problems at a forum that deals with computer hardware and PC building like ABX Zone Forums - http://www.abxzone.com/forums/index.php? and see if there is someone who uses the components you are using who might be able to identify your particular problem.
    Like I said earlier, I have the same video and sound card as you do and I have no problems with audio/video sync or dropped frames. Since you use an nVidia mobo/AMD CPU and I use Intel hardware, it seems there is at least a possibilty that there is some setting or situation specific to your mobo and CPU that may be causing your problems.
