  1. After converting a vcd mpg to a dvd mpg with an .mpg extension, can i immediately rename the file to a .vob extension so that I can use Ifoedit to create menus or chapters? and burn it to dvd?

    No. VOB files have more stuff in them than MPG files. You have to
    Author. Ifoedit will author.

    Either output to Elementary Streams in the converting process (a M2V file and either a WAV, MP2/MPA or AC3 file), or demux the MPEG file into these using VOBEdit, and you'll then be able to feed them into IFOEdit to author and insert chapters in IFOEdit - Here's some more information on chapters and IFOEdit.
