Digital Distortion plugin or something

Anybody know a way that I can produce synthesised digital distortion digital break-up? I'm currently using adobe premiere pro 1.5, if anyone knows of a plugin, please, let me know. Also, if there is any other way you know of that can produce this, other than scratching a DVD, then I'd also like to hear from you.... thanks

I would use a combintiation of a warp and static (monochrome noise might suffice), or perhaps a mosaic filter if you want more of a macro-blocking effect. I would probably do this in After Effects, rather than Premiere, but Pro 1.5 may be able to do it.
