Allmost every avi file (downloaded) has a framerate of 23.976. But pal is 25 fps and NTSC is 29.97 fps. (I live in europe but i think my DVD player can play both pal and ntsc)
So should i convert it to pal or ntsc? Or should i use ntsc with 3/2 pulldown? What would give the best result? And can the difference be noticed on the screen or is it a very small difference in quality?
Up until now i always converted it to pal and i never used the 3/2 pulldown. I use TMPGEnc to do the encoding.

Only reason I would convert to PAL is if it was to go on a disc with some other PAL stuff. I say leave NTSC stuff NTSC and leave PAL stuff PAL where ever possible.

Each video can be different. There is an art involved
in getting a good result so unless you want to climb
a fairly steep learning curve, invest in one of those
cheap DVD players that also play AVI's.

I have a very similar question: in my efforts to convert a PAL DVD to NTSC DVD (the RIGHT way, not just changing IFO info), I'm at the stage of having an MPG that has a frame rate of 23.976.
What next? I tried using this MPG in TMPGENC author to create my NTSC DVD, but the frame rate is not the standard 29.97....so what process do I use from here? Thanks. -
you have to apply pulldown to the file. You can either do that when you're encoding, or you can run pulldown.exe when you already have a 23.976f/s file.
