    Dvd-r that I have its says on it I can record 4 hours in EP mode,
    How do I do that? Is there a software I can use?

    With a DVD Recorder.
    Recording TIME on the package is for DVD Recorders. Gigabytes are for DVD Burners.

    Isn't it possible to encode a movie first and change the bitrate so it matches ep mode?

    Weird. LP mode = 4 hours EP=6 hours on my Panny, but then you didn't say what you are using.
